Using RIA Online

When developing regulatory change, agencies must submit key details to the Ministry for Regulation through RIA Online

Overview

When agencies make a regulatory change, they need to submit the details of their regulatory proposal to the Ministry of Regulation (the Ministry). This is done through our RIA Online platform. We’ll then confirm the right approach to take to ensure compliance with Cabinet’s RIA requirements.

RIA Online is where you:

  • create a proposal
  • confirm the requirements and process for preparing your impact analysis and submitting your proposal to Cabinet, or record your exemption (if approved by your agency’s internal processes)
  • complete screening information relating to the climate implication of policy assessment (CIPA) process, which is reviewed by the Ministry for Cities, Environment, Regions and Transport
  • request publication of a completed RIS/RAS on the Ministry’s website.

Set up a RIA Online account

To set up a RIA online account:

  • Email RIA.Online@regulation.govt.nz with the subject line “RIA Agency Access Request”. 
    • Only government email addresses with the suffix “.govt.nz” can get set up with a RIA Online account.
  • Setting up an account in RIA Online is an automated process, so once you’ve requested access via email, you should have access within an hour or so.
