The Ministry for Regulation is the central steward of New Zealand’s Regulatory Management System. We work with other regulators across the public sector to improve the quality of regulation so all New Zealanders can flourish.

The Regulatory Management System (RMS)
New Zealand’s RMS is the set of policies, institutions, processes and tools used by central government to pursue and maintain good quality regulation. -

We’re consulting on the proposed key components of the Regulatory Standards Bill. -
Regulatory stewardship
We support other agencies with their regulatory stewardship responsibilities, and help them understand and apply good regulatory practice. -

We help regulators become more capable practitioners, and better stewards of the regulatory systems they design, operate and govern. -
Engaging with the Ministry on regulatory initiatives
All government agencies must engage with the Ministry before proposing a regulatory change to Cabinet. -
Regulatory impact analysis (RIA)
Agencies need to provide robust analysis and advice to Cabinet before a decision can be made on any regulatory change. -
Meeting regulatory impact analysis (RIA) requirements
We provide RIA guidance to agencies to ensure their regulatory proposals are compliant with Cabinet’s impact analysis requirements. -
Regulatory Impact Statements (RISs)
To ensure the regulatory process remains open and transparent, we publish all RISs created by agencies across the public sector here. -
Disclosure statements for government legislation
Agencies need to prepare and publish a disclosure statement to accompany the introduction of most government Bills and Amendment Papers to Parliament.
