Overview

When developing a policy proposal for Cabinet that might lead to regulatory change, there is a range of expectations and requirements, depending on the stage of development. The expectations and requirements are designed to support good policy making, well-informed decisions and ensure a transparent process.

Early engagement

We provide second opinion advice on regulatory initiatives including, for example, reviewing problem definitions and proposed policy objectives. 

Reach out to us if your agency is at the early stages of policy development or about to go through agency consultation on a draft Cabinet paper.

Regulatory Impact Analysis (RIA)

Regulatory impact analysis (RIA) is an analytical framework that agencies use to assess the impacts of proposed regulatory change.

RIA supports Cabinet decision‑making by testing the policy case, surfacing trade‑offs, and supporting transparent, well‑reasoned advice. The findings of RIA are summarised for Cabinet in a formal document (such as a RIS or RAS), unless an exemption applies.

Using RIA Online

RIA requirements are administered through RIA Online, the system agencies use to:

  • create a proposal
  • confirm the requirements and process for preparing your impact analysis and submitting your proposal to Cabinet, or apply for an exemption
  • complete screening information relating to the climate implication of policy assessment (CIPA) process, which is reviewed by the Ministry for the Environment
  • request publication of a completed RIS/RAS on the Ministry’s website.

Moving from policy to legislation

If your policy proposal proceeds to drafting legislation, additional requirements apply to ensure transparency and accountability during the legislative process.
