Our Strategic Intentions sets out our role, what we aim to achieve, and the priorities guiding our work over the next four years.

Published in June 2026, this update replaces our first Strategic Intentions (2024/25–2028/29), developed shortly after the Ministry was established.

The Ministry for Regulation was created to lead system-wide improvements to the quality of regulation. We focus on reducing unnecessary regulatory burden while improving transparency, decision making, and stewardship across government.

The Strategic Intentions outlines how we will:

  • improve the quality of regulation
  • strengthen transparency and accountability
  • lift regulatory capability across the system
  • reduce unnecessary burden on people, communities, and businesses.

Together, this work aims to deliver better regulation and better outcomes for New Zealanders — making it easier to innovate, grow, and get things done.
