Reviewing red tape tips
This page explains how we review tips that are submitted through the Red Tape Tipline.
Our approach
For tips, or groups of tips on the same issue, we may:
- Undertake further assessment where there is an opportunity to remove an outdated or unnecessary requirement, or to clarify how regulatory requirements work.
- Identify patterns or recurring friction points, even where no short‑term action is taken. These insights help inform future Ministry work and reform led by other agencies.
We do not:
- Resolve individual submitters’ issues.
- Advocate on behalf of submitters to regulators or government agencies.
Where the Ministry undertakes further work on a red tape tip, or group of tips on the same issue, we use the following approach:
Step 1: Understand the regulation
We examine the relevant regulation and seek to understand:
- why it exists
- who is responsible for it.
- what it is intended to achieve.
- whether any work is already underway to improve it.
Step 2: Understand the problem
We assess what may not be working and how the regulation affects (positively and negatively) people, businesses, councils, agencies, and specific groups. We look at:
- the benefits delivered by the rule, such as protecting public safety or managing a specific risk
- the costs of complying with the rule, such as time, effort, or complexity.
We weigh the benefits of the regulation against its costs to determine whether change may be justified.
Step 3: Explore options to fix the problem
Where there is a problem to address, we identify possible options ranging from small, practical changes to more substantial reform. We assess:
- how achievable each option is
- whether it would meaningfully improve outcomes, and
- its potential costs and benefits.
Step 4: Take action
We select the best option and act. This may include:
- recommending changes to a Minister or agency
- working with agencies to shape guidance, support policy work, or progress proposals through Cabinet.
We remain engaged so that any agreed changes are delivered effectively.
