Helping regulators use AI with confidence

The Ministry for Regulation has released new guidance to support regulators to use artificial intelligence in a safe, practical way.
The guidance focuses on where AI can genuinely help. This includes tasks like working through large amounts of information, spotting patterns, and supporting more consistent decisions.
It also sets clear expectations about how AI should be used. Agencies are encouraged to start small, apply appropriate safeguards, and build confidence before expanding into more complex use.
AI has the potential to help regulators do more, more efficiently, allowing agencies to operate at a scale that would not otherwise be possible.
At the same time, the guidance is clear that people remain responsible for decisions, with AI acting as a support not a substitute for human judgement and accountability
The guidance has been developed to help agencies move from interest in AI to using it in a way that is workable in day-to-day regulatory practice.
It also supports the Government’s broader push to increase the use of AI across the public service, by giving agencies a clear and practical starting point.
This work reflects the Ministry’s role in helping build capability across the regulatory system and supporting regulators to adopt new approaches with confidence.
