About us
The Ministry for Regulation is a small government agency with a big job to do. We’re responsible for helping other government agencies make their rules and regulations easier for New Zealanders to understand and navigate.
Our progress continues
Since our official set-up on 1 March 2024, the Ministry for Regulation has made considerable progress in its development and operational capacity.
Publications and resources
We publish our corporate publications, reports, information releases and regulatory resources in our online libraries. We also publish the Regulatory Impact Statements created by government agencies to help keep the regulatory process transparent.
Guidance note: Best practice impact analysis
01 January 2017
A guide to undertaking impact analysis: from problem definition to implementation and monitoring.
Meeting regulatory impact analysis (RIA) requirements
We provide RIA guidance to agencies to ensure their regulatory proposals comply with Cabinet’s impact analysis requirements.
Disclosure statements for government legislation: Technical guide for departments
01 June 2013
This guidance document sets out the disclosure requirements in detail, and provides further advice on interpreting and responding to each matter for which a disclosure is required.
Regulatory Impact Analysis (RIA)
Agencies need to provide robust analysis and advice to Cabinet before a decision can be made on any regulatory change.
Information and guidelines: Regulatory Services Technical Capability Framework
01 June 2021
This framework provides managers and staff with a basis for learning and development conversations, progression and decision-making. The capabilities outlined in this document reflect the integration of knowledge, attributes, and experience that when used appropriately will drive effective performance. When working through this guide please note the term ‘regulator’ applies to all RS roles, not just the regulator role in RS.
Consultation on proposed Regulatory Standards Bill begins
Good regulation can help governments to achieve their desired economic, environmental and social outcomes and protect communities from harm.
Regulatory reviews
We help other government agencies improve the quality of the rules and regulations they create – and in turn help improve outcomes, and the lives of all New Zealanders.
