We help regulators, regulatory leaders and regulatory agencies become more capable practitioners, and better stewards of the regulatory systems they design, operate and govern.

The Ministry for Regulation is a small government agency with a big job to do. We’re responsible for helping other government agencies make their rules and regulations easier for New Zealanders to understand and navigate.

Publications and resources

We publish our corporate publications, reports, information releases and regulatory resources in our online libraries. We also publish the Regulatory Impact Statements created by government agencies to help keep the regulatory process transparent.

Our work

The Ministry for Regulation is the central steward of New Zealand’s Regulatory Management System. We work with other regulators across the public sector to improve the quality of regulation so all New Zealanders can flourish.

This review is assessing whether the current approval path maintains an appropriate balance between access to these products and managing risk.

Disclosure statements for government legislation

Agencies need to prepare and publish a disclosure statement to accompany the introduction of most government Bills and Amendment Papers to Parliament.

Meeting regulatory impact analysis (RIA) requirements

We provide RIA guidance to agencies to ensure their regulatory proposals comply with Cabinet’s impact analysis requirements.
