Regulatory sandboxes provide a structured, safe‑to‑try way for regulators to test how regulatory settings work in practice before making system‑wide changes.

This guidance supports Ministers and agency leaders to establish and manage regulatory sandboxes. It explains what a regulatory sandbox is, when it is appropriate to use one, and how sandboxes can help manage uncertainty, support innovation, and improve regulatory system performance.

It also provides international and NewZealand examples of regulatory sandboxes in practice, and sets out practical steps for designing, running, and evaluating a sandbox to inform future regulatory decisions.
