Meeting Cabinet’s impact analysis requirements

The Ministry for Regulation has published its second report on how well portfolios are meeting Cabinet’s impact analysis requirements, covering the period 1 April to 30 September 2025.

When Ministers bring proposals to Cabinet to create or change regulation, agencies are required to provide analysis of the likely impacts of those proposals. This analysis is set out in a Regulatory Impact Statement (RIS) and helps ensure Ministers have the information they need to make informed decisions.

The report sets out, by portfolio, how many proposals requiring a RIS were taken to Cabinet without one, compared to how many RISs were produced and published on our website. It also shows the quality assurance ratings received by the Regulatory Impact Statements considered by Cabinet during the period.

Overall, the report shows that most proposals included the required impact analysis and that the majority of statements met, or partially met, quality standards.

This reporting supports transparency around the operation of Cabinet’s impact analysis requirements and forms part of the Ministry’s role in stewarding the regulatory system.
